That doesn't sound right at all with sims dying like that. I recently killed a sim for cold temperature and I specifically made him wear summer clothes in a cold weather. Still took a good while for him to freeze.
I have heard Planet Honeypop has that problem. I must have rebuilt mine. Try just redoing all the walls of the building so a ceiling will appear, that should stop it.
