Seasons Food Stall Vendors & Lot Changes Per Season

So are the food stalls meant to automatically have vendors on community lots, or am I going to have to hire one every time? Also, is there a way to set a lot to change each season with build mode c...

We do get new stalls, not sure where they spawn but they have no vendor when I visit lots that I've placed them on. I've tried hiring one but they didnt even show up.
