It means your Sims have to have those traits if you want them to participate in the tradition. If there were more traits, I think then they could have more traits determining tradition interests and you still get the feeling that the Sim has their own individuality rather than say, only Snobs liking a certain tradition. Hope that makes sense.
I don't think the game prevents sims from participating in traditions depending on their traits, it's just that the tradition will be greyed out if it doesn't suit their traits.
