I don't see anything happening in the snow there. Which is the point of making snow angels isn't it? (it's not a habit over here, in fact Sims was my first encounter with it)
You can see a slight impression of a snow angel on the floor, and I assume it will be a 3D mesh on top of the flat terrain to give the illusion of depth.
