Except that it's not 'probably use..' but absolutely use. Seen it, been there, done that. More specifically done half the town. Create a club, from the social options for club activities add: Be Romantic, Kiss, and WooHoo. Then fill up your club with as many sims as you can, start a club gathering, and engage in these club activities. With each of them. At the same location. In the same room even. Because this is a club activity that everyone is totally okay with, you can have a romance orgy/kiss orgy/woohoo orgy with no jealousy (well as long as the club gathering continues - any romantic relationships that will be build up during these gatherings may prompt sims to act romantic with each other outside a gathering as well which will cause drama. Hilarious of course.).
The Free Love Neighborhood Action Plan is also your friend.
Having the alluring trait helps too.
Or, have your sim become a vampire: Vampiric Charm/Vampiric Allure/Vampiric Fascination for the win!
Activating flirty décor objects will ease your targets into becoming more susceptible to your sim's advances.
As for Charisma, you can socialize with other sims, and smooching everyone and their brother(s) is totally charisma enhancing and stuff, but since you mentioned your sim is a loner you could just park them in front of a mirror and have them practice speech ...for a few hours. Or have them sit and read through Charisma volumes 1 to 3 (also for a few hours - who knew being a bookworm scores you charisma points?)
