Seriously, what's the logic behind bills anyway?

My sim's house isn't particularly big or fancy, I've stopped using the thermostat and rather have the sim dress according to weather (although it looks silly when they wear winter clothes inside), and...

Oh, really? I wonder if that's why I receive bills on a community lot even though my sim has the Off the Grid lot trait. I was wondering why. Now I know to keep my sim home on bill day.
