Seriously, what's the logic behind bills anyway?

Sorry for the necro, I can't find the button to make a new thread for some reason.

Is your personal / household inventory and residential lot the only things that get factor into bills or do retail and restaurant lots you own included also? I was planning to open up 2-3 different types of retail lots under one household but wasn't sure if they would all of that property value would get add to my bills.
