Seasons is about more than just weather -- it's also about setting the full seasonal calendar. Sure, in the past you could turn off certain seasons and weather effects, but the programming is still there. I would imagine trying to separate the calendar into four separate pieces then integrating them would be a nightmare. And if we had to wait for 4 gamepacks to get a full Seasons experience, that's 4 gamepacks that wouldn't be able to be devoted to witches or werewolves or other supernaturals, or activities like a tropical vacation (I can imagine Sims wanting to get away from the snow!).
