Setting up an original save without EAxis problems?

So I've wanted to do a little something original with a new save. I'd like to wipe all the premades and populate a world with only my original Sims like I used to in the older-games, however theres a few problems in my idea.

Dealing with townies is one thing, but how would I make sure only certain roles are filled by chosen player created Sims? I'd hate to see a few of my creations running a job ill-befitting of them. With this how would I make sure townies ARE NOT generated for high-schools and such. I would rather only see my Sims attend than ones the game hurls out, plus a few custom teachers or gym trainers here and there.

I use language barrier and another mod to make Sims stay in their own worlds, but then I have a problem where I'll most definitely not have enough space to let Sims live in one world together, is there potentially a way to brute-force apartments in other worlds? I'd hate to miss out on the Sims 2 styled apartment drama I had that came from letting people live in local houses together.

Could I also be able to force the Copperdale school out of Copperdale too? I have better plans in mind for where the school should be since a majority of my Sims will be anywhere but America.

Oh and a quick last question, but how can I just squeeze out more drama? I'd love for inactive Sims to actually become enemies and "form" social groups, with way more fights going on than the Sims 4 had by default, or just end up witness more cheating that makes sense (less off-screen random love bars, more walking in on two people having an affair then snitching to the victim type drama) I just don't want to try to force myself to make two Sims enemies on a whim to encourage a little fighting
  • Since you use mods, there are more that can fix some of your issues. I don’t know which mod you’re using to make sims stay in world, but I’ve had decent luck with Kuttoe’s Keep Sims in Home Region. It allows you to mark homeless sims for each world, so you can generate townies without taking up apartment space. It also lets you clump worlds together, e.g. Newcrest and Willow Creek sims can go back and forth, but they’ll allow stay out of Strangerville. If I’m misunderstanding what you mean about not having enough space, MCCC lets you change maximum household size so you can squeeze more inhabitants into a lot. You just have to be careful about taking the big families into CAS.

    Zero’s Assign NPC’s roles should allow you to give specific NPCs jobs to keep your sims from filling roles.

    As of now, there doesn’t seem to be a way to relocate the high school. However, Rex has a mod that lets you choose your classmates, so you could potentially just set up your teens with classmates only from their own world. You could probably also unassign/reassign the teachers depending on which world you’re playing. If it’s really important, you could also store different school buildings in your tray files and swap it out depending on who you’re playing.

    I second the NAP idea for drama; adding bags on heads with free love means it will be a surprise when the romance bars start affecting other neighborhoods. Another option is lots of clubs with various sims/npcs. You can set club activities to flirt/fight with anyone or a rival club. If their club hangouts are set to specific community lots, the should automatically gather and start doing club activities whenever you visit.
  • I can't help with most of your questions, but for the last one, that's a perfect application for NAPs.
    If you enact Roughhousing Encouraged in one neighborhood and Free Love in another, you'll have plenty of fights and resulting enemies anytime you spend time in the Roughhousing neighborhood. The enemy relationships will then persist whenever those sims run into each other elsewhere.
    In the Free Love neighborhood, you will have oh so very many pink bars developing between whoever, but no one will actually object... until, that is, you spend time in another non-Free-Love neighborhood and sims start acting on their pink bars there.
