If I move my Sims out of a house they'll be marked as played. Again completely safe from culling. The only thing that culling does is helping me get rid of unwanted population B)
Marking them as unplayed of course. So that the game will let them age and eventually die of old age, but that does not happen normally because the game culls these sims faster than you can blink your eyes.
I've been playing Sims with aging off since TS2. No Sims of mine ever die in my game :p
So you were using a mod in TS2 to stop aging? TS2 does not have the option to stop the aging like TS4. But in TS4 even if you have the aging set to off, all your unplayed sims will be culled.
I play with aging on and move out children, parents etc from the house and mark them unplayed so they can age and eventually die, but no unplayed sim will die in sims 4, they only get culled!
