Maybe they are not sure how it would work for human occult friends and family? My families are all mixed with occults and humans. I wouldn't want them scared of eachother all day. I think they would have to find a way to distinguish stranger occults from friends.
Oh that makes a lot of sense... it'ld cause problems for sure.
