I don't think we need a new life stage especially not one between teen and young adult. The transition between those two is actually very good. While I can see a tween life stage, I don't know what new or different stuff it would bring as far as game play. But I agree that it would be nice to see sims as about 12 instead of jumping from 7 to 16. I also agree that it's jarring to go from spritely adult to hunched elder when people don't age like that. It feels like jumping from one's 40s/50s to 80s when there's 30 years of awesome in between. I work at a preschool so the transition from infant to toddler to child is accurate in that there isn't anything in between these.
I also think a University pack should allow all YA, adult and elderly sims to go to school whenever they want and get as many degrees they want as it is irl. I also like at least allowing teens to take some college level classes since this is also realistic. In the US you can knock out two years of college before graduating high school (at least you can in my state). University should have the option of sending a sim off to classes as if they went to a local school or going on campus with them as if they moved away to school. They should also make careers that require degrees irl need one in game even if they're already currently there (like doctor or scientist). Or at least make it so that without a degree the sim can only go to level 5 or add degree and non-degree paths.
