Should base game bundle early packs into it for all players to own now?

I also think packs like Generations and Parenthood should be base game content. They are focued on the life stages and don't expand the game in a different direction, so to me they are base game content and even the fact that they split up Sims 3 Generations to Parenthood and the inevitable Generations pack coming is to me taking it too far with the splitting up.
