Should base game bundle early packs into it for all players to own now?

I don't know how much "growing" the game is going to do at this stage. The rate of DLC release has slowed significantly, as clearly the focus has moved to Sims 5 development. As for future installments, I don't think they'll ever incorporate DLC elements into the base game, or at least not the more popular DLC elements. We'll never see things like weather, pets or even player-owned businesses in the base game -- it is far too lucrative to portion those off in add-ons because everyone will buy them.
