Should base game bundle early packs into it for all players to own now?

It will be seven years the sims 4 was released this september and if continue development is truly planned for two more years, I wonder if the base game should start combining or bundling early game p...

This one, there is a reason why I haven't bought certain pack, and I do not want the features of it in my game :)
