Should base game bundle early packs into it for all players to own now?

It will be seven years the sims 4 was released this september and if continue development is truly planned for two more years, I wonder if the base game should start combining or bundling early game p...

People who bought the packs would be outraged if they merged existing packs that they paid extra for into the base game. We've already seen how people react to this kind of thing when they have done it before with things like the hot tub. It's not a good idea at all.
