As for cost and user backlash - yes some people will be very mad that they paid for packs, but again games like World of Warcaft have been doing this since the game existed and its community doesn't lose its mind.
I have to ask, because I play a number of other games and do not think it is that common, but how many games do you play really make paid content base game? Entire paid content, no less, like your suggestion and assertion that "so many other service games eventually do." Even small microtransactions don't tend to become base game from my experience.
