Should base game bundle early packs into it for all players to own now?

It will be seven years the sims 4 was released this september and if continue development is truly planned for two more years, I wonder if the base game should start combining or bundling early game p...

As for cost and user backlash - yes some people will be very mad that they paid for packs, but again games like World of Warcaft have been doing this since the game existed and its community doesn't lose its mind.


What service games add paid dlc to the BG after people spent money on them as DLC other than an MMO with a subscription based service?
