Should future Occults be in dedicated Game Packs (like Vampires)?

Personally, i'm a fan of seeing occults in dedicated Game Packs because i believe that leaves EAxis no excuses to make them half-baked and they will be as fleshed out as Vampires. (also more profit!) ...

I'd be happy either way just as long as they're well thought out AND well incorporated. Emphasized that last part for obvious reasons.
