Should future Occults be in dedicated Game Packs (like Vampires)?

Personally, i'm a fan of seeing occults in dedicated Game Packs because i believe that leaves EAxis no excuses to make them half-baked and they will be as fleshed out as Vampires. (also more profit!) ...

It would be great if they managed to fit a ton of Occults into one game pack and still be dedicated to every single one. Maybe they could split it into multiple parts...
Like Mythical and Occult and sell them separately?
