Should future Occults be in dedicated Game Packs (like Vampires)?

Personally, i'm a fan of seeing occults in dedicated Game Packs because i believe that leaves EAxis no excuses to make them half-baked and they will be as fleshed out as Vampires. (also more profit!) ...

This is exactly how I hope the remaining supernaturals are handled. Put the bigger supes into gamepacks, and merge the smaller ones into an expansion pack.
