I did the same, with 3 of my sims. It was fun to get it the hard way (buying the kelp with reward points being one of the easy ways).
You can get it exploring the cave but it is very random, so telling you about the cave (if you didn't already know about it) doesn't make it any easier (unless your sim has much better luck then my first one). I read you could also find it diving but never found any that way, so I don't know if that is true. I also didn't let my sims neglect their lives so some days they had no time to go cave exploring or diving.

On subject - as others said, you most likely won't even see any mermaids or mermen, unless your sims become merfolk aware.
