All I can tell you is this. The mermaids do travel into other neighborhoods, as my Sim finally met two outside of the gym in Newcrest where he was spending some quality time with his father. One of the mermaids was the particularly mean one, too.
I wouldn't be too quick to buy IL, if I were you. Since you're already on the fence I would recommend you wait until they fix this buggy mess. Back in Sims3, I was gratified that the devs separated the rest of the Occult from space aliens. I never did purchase that EP. I was equally glad that vampires came out as a GP by themselves. Didn't purchase that one, either.
I was intrigued with Island Living as I did enjoy Island Paradise, although it was terribly buggy, too. Trying to be optimistic, it was my hope IL would be better than it is, bug-wise. For an EP it also seems light. I think the team would have been better served to make it a GP, over an EP.
That being said, wait for a sale, and wait until most of this is patched.
Just my own opinion.
