The fact of the matter a new Sims game is always aimed at a new generation, that new generation starts in their teens and the longer the game is kept alive as in the case of the Sims 4 you will eventually have a new generation of players come aboard. For the Sims, they need to start that interest early and they have stated as much.
Moving the game to a mature rating would hurt the game more then simply upping the rating but it would probably get some bad press and immediately be labelled as the Sims goes adult officially by EA. Large stake shareholders do not want to own stock in adult companies.
More so I disagree that adult mods lack quality, the biggest one has a lot of depth and is constantly updated not only with new features but bug fixes and animations. If Maxis decided to create an adult pack or new game in the series - we would get that one pack with a limited set of animations (1 per position?) and thats it. Sure it would create a frame work to allow modders to add more, but currently Maxis is doing more is less approach to packs.
I think a LOT of people would complain that it wasn't enough and if they REALLY expanded on it, then other people would complain that EA turned their game into a adult film.
Also keep im mind they originally had intended to have a woohoo skill in the game, but felt it was no longer appropriate for their game not because it was a skilled based on woohoo but because they simple didn't want to add that type of gameplay. I think a lot of people don't realize how conservative the Sims series is (remember a breast slider was only added to the Sims 3 after female developers on the team fought for it because the guys thought it was too sexual) but know their is a modding community out there that will do it for them anyway for those players who want it.
We still haven't gotten a lot of requested romantic features for the Sims 4 like new underwear, more romantic interactions, ect. If anything the Sims 4 makes woohoo silly and comical and thats not by mistake. Lets not forget the fist pump after woohoo and stupid animations they make before clearly meant to be comical or immature.
I think for Sims 5 or a adult pack to exist you'd not only need to change the culture at Maxis (because I guarantee some people would not want to work on it and request a leave) but at EA in general. I guarantee it would create a human resources issue with some employees feeling uncomfortable about it and some very loud share holders would push back if EA suddenly changed direction like that.
So it won't happen. Too many internal issues they'd have to deal with and I think your all expecting if Maxis DID create such a game or pack that it would have a lot more content or depth then it actually would have.
