Lets test that in The Sims.
I'll stick to the sims and not say my general about opinions about skyscrapers. I think I'm done with shells in the sims (3 & 4). As cool as they are at giving us the illusion that our sims are part of this very dense city/apartment tower, or that they work here, it's the only way the sims will ever do skyscrapers. You'll never be able to build a 200 level tower in the sims. Not only for technical reasons, but also because you'd be bored to death by the 10th floor if you get to it. And as a shell like in City Living or Late Night in TS3, it's a nice illusion and they've already done this twice.
I would much rather be able to build low level apartment complexes (4 levels), maybe 8 apartments (4 for my sims and the rest for townies to be my neighbors). This would be something you can build from scratch and be fully playable and enjoyable for everyone.
I think it's a safe bet that San Myshuno is the last city with apartments that we're getting in TS4 but I might be wrong.
