There are still a lot of less attractive ones wondering around, picking between the good from the bad isn't easy because if you leave it enough with MCCC and you have enough homeless around, a population explosion happens so you go from a few dozen to hundreds quickly on normal lifespan settings from TS4 options. So finding individuals between families is difficult.
