So stocking up on treats, putting the vet vending meaching somewhere other than the vet's office, might be a solution.

That is incorrect actually; the pet vending machines only come fully stocked with treats in unowned vet clinic only. Placing them anywhere else that isn't a vet clinic will not auto-stock it with treats. Though I wish they were.
