The command is not in McDresser, but in McTuner. Unfortunately I still use the predecessor mod, SCAM (self-configureable autonomy), so my command lines may not exactly be yours (in addition to my game not being in english). What I do is click on the ground and then I have a pie menus option called "Autonomy control" and then "Currently executed autonomy." Clicking this, the mod shows me several pages worth of interactions that the game is currently running. Each is marked with a bracket and a star
You'll want to look for the following entries:
269921 # marketStalls_BuyCASassetAndWear_MusicFestival
270501 # marketStalls_BuyCASassetAndWear_MusicFestival_JoyOladokun
270499 # marketStalls_BuyCASassetAndWear_MusicFestival_SimSessions

Remove the star by clicking on each of them and save.
If these lines do not show up for you, you need to make your own sim "buy and wear" each t-shirt. That causes the lines to show up on the list.
You could also write these lines directly into your config, but I don't know where McTuner saves this. For SCAM the file is simply SCAM.config.
I hope this helps a little, maybe someone who uses McTuner can correct me on any differences between it and SCAM?
EDIT: I just realized you want none of your sims to wear the shirts at all, not just prevent townies from buying them. I'll have to check this seperately, be right back.
