I haven't had issues with that Sim in particular, but I used to have issues with Lucas Munch. :D Anytime I'd send a Sim to the park in Windenburg, he would be there, trying to make friends with them. He was kind of an annoyance in his young adult stage.
He would often creepily stand behind bushes like he was watching the kids play too, and also go up and interact with them. Although it's probably because of his childish trait, he always came across as really creepy. I even went and played in his household once and found numerous children in his friends list, all in the red. :#
