I don't think it ever was in Sims 2; looking through my Prima guide - from back when they gave actual info about the game under the hood rather than just a summary of commands and tables - all the photos seem to show the houses cutaway clear to the exterior wall (except the total cutaway or all walls up ones). I do think it was a neat feature, especially for photographs.
