I don't really know how a CAW tool could work to be honest. I can't see it as something simple enough to release to the general public for use. I think they just need to release free worlds every now and then to compensate. There is absolutely no way they are going to change how the worlds work. It is designed this way for a reason.
no willow creek is a "world only in name" the worlds are actually the little hoods in game they are the "real worlds" which are connected by the 2d map, when you travel between hoods you are actually travelling between worlds.
@Ayumap is exactly that, while for us willow creek is a world, in game process he is not a world, the true worlds are the hoods, each hood is a sepparated world little world.
i'm not saying which is not possible a caw, but not will be like either sims 2 or sims 3, not will be about built a large world and add lots on it, you will be building little worlds and use a external way to make then looks like a big world.
But we don't know if the little hoods have a limited size you can make, maybe we can have neighborhoods that are about the same size was TS3 worlds, then make a world that has only one neighborhood, that one hood could be a giant map with 50 lots, i hope you get my theory.
The game can only handle 20 sims active at once. Enlarging the maps would require that limit to be increased. I'm sure they could make the maps as big as they want, but their whole tag line was vibrant active neighborhoods, if they don't deliver that then they have a problem.
The thing I want to see, is maybe 5 extra lots added to neighborhoods. A total of 10 lots per neighborhood isn't too outlandish, and they wouldn't have to increase the neighborhood size too much. A max st 5 is simply not acceptable.
at this point as we see in the new crest edit already existing worlds is out of play, to do that require work on also alter the blank map and others things, if we get a caw probably the current already exist worlds not gonna be "editables" and only new ones will be able after the ship of the tool, but indeed for now before add a caw they must change a lot of things in the current game, like support more sim at lots without risk of crash even at 64 bits, work on the spawn system and the annoying culling.
