I rather to had already adult/elder had that than start over again in younger to do that. So I think, any age should able to enter, not limited to young so we don't miss out.
It would be just like Sims 3 where the adults and elders went to college and they received traits while in college and got a boost in work and other stuff. So I think the Sims 4 will be no different if Adults and Elders went back to college with traits and bonus things.
