Like in The Sims 3: with "Ride Here" command. Then the sim will go there while riding a horse. No need to make the horse controllable. Almost like walking a dog: that dog will follow your sim and you control where your sim goes.
As I have said, this is just my guess based on the past. Let's wait for info on that through SimGuru tweet/livestream.
