Sims 4 Island Paradise: Expansion or Game Pack?

I'd prefer it being a expansion I don't want another empty vacation game pack with nothing to do. Not that Island Paradise is something I want remade in a closed world sure some things could work in Sims 4 but I cant imagine enough open space to ride a boat.

I prefer expansion pack, because I really want mermaids to be a new life state, and I really want a world that is partly playable underwater. And a few lots you can edit underwater. So if you had a mermaid you could actually live underwater. And not have to turn into human. Plus I think it would be cool to also add variety types of mermaids. Where you can be a Cecilia (octopus) mermaid also. Plus it would be cool for them to have a system similar to vampires, to what kind of mermaid they are. Like maybe mermaids can have alluring singing voices, and maybe at a certain level you can transform into human, but you only get a few days. And if you do not return you turn into sea foam. Or maybe if you have the ability to never turn into sea foam at a certain level:)) this would be the perfect pack to add longer fuller hairstyles. With a variety of strait hair, curly, and more textured longer hair

Game Pack. The concept itself seems limited.

However, if it were to come with a few other destinations, like World Adventures, then I wouldn't be too upset to see it as an Expansion Pack.

Expansions lacks sorry packs lol are really shallow and lacks in depth they focus on one feature and make it big (get together clubs for ex)
Gamepacks have better depth in content and gameplay
I'd have voted for EP if sims 4 EPs were actually thriving

If it's a GP, it will be a small world - possibly a destination world - with little room for the awesome things I want from the theme. Island Paradise/Tropical is a very important pack for me, so if it's watered-down bc everything can't fit into a GP and if my sims can't live there bc it's destination, I'd be extremely angry.

I'd love a Tiki-themed world with scuba diving and fun stuff to do on the beach, swimming in the ocean, scuba diving, house boats and just a vibrant awesome pack. I think that if an entire EP is dedicated to this theme, it would probably be the best Tropical pack ever bc there is a lot of room for exploration. If it is a GP, we'll get exponentially less.

How could such a limited concept be an expansion?

I'd WANT an expansion pack. But considering they released Jungle Adventures instead of World Adventures, it'll probably just be GP Sea Expedition or something.

Anything would be bigger as an expansion pack, i'm sure some would vote Expansion for anything. For me this is one that should be a game pack. We just need a nice new holiday destination, a few new game play options and build/buy items. We already have two vacation destinations, i'd prefer the developers focused on something bigger than just a tropical vacation in an EP.

I'd be in favour of an EP for this if there were more than just a tropical island - i'd like a winter destination with winter activities and sports.

It needs to be big if they are going to add everything they didnt add for summer in Seasons
