The gurus said on many occasions that they actively looked for ways to simplify the game, because "complexity was their enemy". So I wouldn't call it careless, exactly. They just purposely left out things they didn't feel were absolutely necessary. Of course what they see as necessary and what players see as necessary are not any where nearly the same.
Shoot, I remember the complaints they got early on about there not being any dishwashers. To the devs, they were unnecessary because they gave you two ways to take care of the dishes - wash them in the sink or drag them to the trash! So who needs dishwashers? After the complaints started rolling in, I remember that one of the gurus even asked on Twitter why dishwashers were important to people!
They were trying to understand why people wanted them, I guess. I give them credit for that, but it just goes to show that they were never making a sims game in the first place and have no idea what Sims players really want in a game. This is why so many people are unhappy with TS4. It's been simplified so much that it's not even a proper Sims game!
