I tried to make a rival dynasty multiple times the relationships are despised/enemy and disliked, the same prestige and it just keeps failing, saying your dynasty is too lowly, or giving another chance before you make a mistake. There are no scandals to the "good" dynasty, and the "bad" dynasty with bad reputation Sim is the one trying to make the rivalry.
This just seem harder than it should be.
