There were actually. Pools, ghosts, family tree, toddlers. Those were all intended to be in the basegame cause they are. Just months and in one case even years later.
I don’t believe that those things were intended to be in the basegame (but likely planned to be added later - except the toddlers) because then they would have been there! Simmers always expect everything from the previous games to be in the next game too. But EA doesn’t agree because then the game would just become bigger and bigger and the purpose of releasing the new basegame at all would have gone.
So EA postponed some of the things to later free updates, others to other expansions and some things to not be added again at all. Toddlers sure was a thing that EA never would have postponed for so long time if the toddlers were meant to be added at all! Therefore I know that toddlers
only were added because the community and all the reviews reacted much stronger about the omission of toddlers than EA ever had expected.
The forum expects everything from the previous game to be added again just because EA has done it sometimes earlier. But EA of course wants every game to be new. Also TS4 has the problem that half of the EPs were planned to be replaced by the cheaper GPs. So it would have been impossible to add all the earlier EPs anyway. University almost certainly will be one of the earlier EPs which never will be added and I don’t really believe in a Seasons EP either (but there are other ways to add the weather anyway though).
