Your computer's on par with mine (i7-9700 CPU and a 2060 RTX). Sims 4 just does that sometimes. My computer will sound like a leaf blower for a minute or two then get over itself. Not sure what triggers it, and Sims 4 is hardly the only badly-optimized game out there that makes computer cooling fans wake up the neighbors. (glares at Mount&Blade II: Bannerlord, which is to graphics card fans what a European proof house is to a firearm...)
