Well I guess that is matter of opinion if it feels fuller or not. This game is different and the experience feels different compared to previous games. Colorwheel and CAW for example are tools, not content. We got some tools better and improved now. I do understand that people who like world creating from scratch have different opinion. To me creating a neighborhood for my taste is easy and enjoyable in the Sims 4 because I do not have time for CAW type of tool. But this is just my opinion and how the Sims 4 feels to me and feels full enough. It does not mean Im not wanting quality.
