The SIMS has never been that way. It is not like all other games. The base game has always been just that... a base. One of the things I love about the SIMS is the world that gets created through the EPs and other packs. The end result is so much larger than the beginning, and I love going on the journey.
My ONLY real complaint about SIMS 4 vs SIMS 3 is that 4 isn't an open world like 3 was. I'm not exactly sure why that changed, but I like watching my Sim get in their car and drive to the store, work, or ride a bicycle to class at their University.
That's called marketing honey. It feels to you that the constant added DLC is making the game huge, but with all DLC, it goes nowhere near the amount of content of normal games's base games.
