When I see how the people was angry in 2014 when TS4 was released without Toddler, I think this time Maxis will take more time to develop The Sims 5.
1 EP per year is more time to develop the EPs and maybe it's also a trick to buy time for The Sims 5 development.
There is no gain to end The Sims 4 now.
They could if they try and don't wait till the last minute to do something.
