I had the same issue!
Here’s what fixed it for me:
1. Move the household to an empty lot.
2. Enter the original home lot and save the house to your library.
3. Bulldozer/gut out the original lot. Anything that doesn’t have to be there, delete it. You want it to be like no one ever lived there. Save the game once the lot is empty.
4. Move your family back onto their empty original lot.
5. Go into build mode and place your original house on the lot again from where you saved it to the library. Test to see if they are eating again. Save if they are.
I had this issue with a family that was living in a house, not an apartment, but I imagine the same fix should work for both.
