The only thing I could find about unlocking ocean swimming outside Sulani was a response from Lyndsay:

The way it was worded left a tiny shred of hope that it could still happen, and I guess we're all clinging onto that last bit of wording. If anyone can link to a response about how coding it to other worlds may not be very possible due to game issues like it was reported here, please link it. :)
