Sims "can't afford" to refill fuel cell...
The option to refill my fuel cells, etc is grayed out and the item says the Sim can't afford it. I have the upgrade parts, sufficient funds and handiness. Clues?

That is only if you're using biofuel as the energy source. I've only ever used biofuel once since I don't use the insect farm.- Figured it out: They needed the Recycled bits and pieces.
