A party isn't a party unless people get naked I guess
My only explanation I have is she was borrowing her mom's clothes and she didn't approve of her taking them.
I had a similar situation funnily enough in Sims 3. My sim took a shower, got out, and he just went to work naked, in the middle of winter.

Not quite sure how it happened, but my sim was moving out of Mom's house to one of the other destinations.
