Sims keep stealing food.
So my Sims own a restaurant and ever so often there will be a sim that will get up from their table and steal food from another customers table. Then I'll be in the city and order food from the vendor...

I noticed, if my Sim had a date; my active Sim’s food seemed to be okay {so far} but their date might dawdle at eating and lose their meal to some hungry bystander.
