The Tuner section of the MC Command Center mod has a "stop random flirting" option which stops Sims from flirting if they do not already have a romantic relationship. This should help stop Sims flirting with their fathers-in-law, etc.
For gender preference I use Azoresman Set Gender Preference mod, which allows you to click on a Sim and select their gender preference using the pie menu. I'm not sure if you could use this together with the Global Gender Preference mod (i.e. select a global preference, then deviate from that with individual Sims using Azoresman's mod), but that would be useful...
