Sims won’t shop on second floor of retail shop

I have a mall with various stuff for sale, electronics, gift items, clothes, etc. Sims mostly shop from the Christmas decorations isle and from the gift shop with small decorative items, both located on second floor. Not sure if it's the cost that is attractive or something else. They rarely shop for clothes or electronics. Also, I've noticed in the electronics isle that some cameras are not accessible due to being put inside some display cases that I think are intended for something else.
