Snapdragon failed to germinate: cottage living

I keep getting this over and over. I removed all my snapdragons. There is a planter box over in a garden area next to the monkey bars in a park like setting with a snapdragon flower in it. You can try...

its on a common area lot, a park area, and I cannot move it, remove it completely, delete it, etc. The town people that walk along that path always try to plant it over and over, that causes the germination failed messages. There is a bug report on it and they asked for game saves but I don't really know how to send them my saves.
