I lived in Southern California for 20 years, in 'the valley' area of Los Angeles county. It snowed one time while I lived there...was freaky. Nothing stuck to the ground, of course. Mind you, there are mountains around Los Angeles, and it snows there every winter, only a few hours away from the city proper.
Oasis Springs, on the other hand, I always imagined to be modeled after like Palm Springs, snow there is a real long shot, like a snowball's chance in h*** chance of snow. Could be more modeled after New Mexico or Arizona though. Arizona has 'high desert' and 'low desert' and it snows in the high desert pretty regularly during winter.
